That might not be the case in California.  How many Californians know
any of their local freeways by number rather than by name?

On the more general topic, the debate seems to be between calssifica-
tions based on the govermental designations vs classifications based on
the road's design, upkeep, et al.

Using the designations for the initial import isn't too bad of a choice,
but it will be important to fix the classifications down the road :) for
many of the highways out there.

Incicently, one type of highway which hasn't been mentioned yet on this
thread is the parkway.  These generally are divided, limited-access
highways which only permit cars, light trucks and motorcycles.  They
also often use the brown signs specified for national and state parks,
etc.  They should get special tagging, probably as scenic routes.

Oh, and don't specify only 65+ MPH highways as equivilent to the
Brittish Motorway; some states are holding fast to the double nickle....
