[Talk-us] NHD Import tagging - ForeShore

I have begun a coastal area import.  I noticed that my data has a new FCODE 
type not contained in inland areas - ForeShore (36400).    The Wiki suggests 
it be mapped to water=tidal

This type was not mapped in the conversion script  polyshp2osm-Area.py. 
Although it is still a proposed type, I think it makes sense to map it to a 
type rather than bring it in untagged and add something later.
