I have managed to hack up a script that generates Kahrlsruhe schema 
address ways from tiger shapefile data.  The code is very ugly, but the 
results are pretty when you look at them in Josm!  It is on svn at:
http://svn.openstreetmap.org/applications/utils/import/tiger2osm/

Let me know what you think.  The current version puts the Kahrlsruhe 
ways into a separate file, making them easy to work with separately.
