No not all states, or counties have the same data policies. Generally they
are, but Rarely clearly state so. All have to be asked individually if you
want to be on the safe side. Specifically I think Michigan state data is
NOT public domain. Others charge for the getting the data, but are open for
copy/use with attribution. I have also run into the original data being
open, but not directly available and the data clearinghouse then puts their
own restrictions on the use. I'm not sure that is actually valid legally...
Anyhow, yea it is a mess. And if you do get a response that the data is
public domain, or requires attribution... The best I have come up with was
to post the info to the wiki including the e-mail response in the discussion
page.
