Agreed.  I think we have to use the ref on roads in the same way as it's
always been, with the network and route number combined.

I think that the network and route number better off separated in general,
however, especially since we use the shield graphics as the route
identifiers in the US.  The wiki agrees with me with respect to the
tagging of route relations.  I just wanted to see if there was general
consensus around the wiki's documentation.  Since it seems that there is,
I'll probably update the refs on some of the route relations as I notice
them.
