i've just started looking at replacing the USGS borders for New
York State with the much better Tiger county borders and i wanted
to solicit opinions/suggestions/cautions before commencing the
process.

i have more-or-less completed java code that converts the
Census bureau County & County Equivalent Area files (ARC/INFO
ASCII format) into .osm files. there is still a small amount of tweaking
to do, but not much.

i'm planning on replacing county borders one at a time, and taking
care to consolidate shared ways between counties as i go. each
new border will be examined in JOSM before it is uploaded, so
this won't be an automated import process.
