I don't disagree with you on any of these points.  But, I still think
it's a good idea, and it's what I personally settled on for the TIGER
import.  But, I also do my own email hosting, so I'm not very worried
about silent failures.

Yup, and to locate and back things out if you have troubles.  I guess
it's better with changesets these days than it was in the OSM stone ages
when I did TIGER. :)
