yes, i found them, trying to sort through them now.

there's no published release schedule for the boundary extracts at
http://www.census.gov/geo/www/cob/ which is what i've been
working with.

hopefully they'll publish a mapping from FIPS to the new
Feature IDs at some point. in any case, i'm going to wait for
the new boundary extracts and spend the intervening time
looking at the Tiger 2010 data.
