I'm not sure if I made myself clear. While the Tiled service sometimes
has older data than the Seamless service, it sometimes has newer,
better imagery that simply isn't available via Seamless.

For my case, Northern Virginia, the newest Seamless imagery is from
October 2008, however it is only 0.5m. The highest resolution
available on Seamless is 0.5-foot, but it is from 2002. However on the
Tiled service, there exists imagery from April 2007 that is 0.5-foot.
Why this imagery isn't available via Seamless, I don't know. But I
want to use it.
