I don't know where you are getting your information but there are at
least two more:
"BICYCLISTS ARE NOT ALLOWED ON THE INTERSTATE SYSTEM IN KANSAS"
"Bicyclists are not allowed to ride on interstate highways or freeways
in Nebraska (a freeway is defined as a fully access controlled highway
with "no" at-grade crossings)."
