Where is it in the wiki?  I did a search for "emergency", and all I
found is http://wiki.openstreetmap.org/wiki/Key:emergency which is
about emergency=*, not access=emergency.

There is also an abandoned proposal,

It's not ideal for this situation, as I described above, emergency=yes
is better.  (But really both are redundant in the jurisdictions I know
of - emergency vehicles, at least when responding to an emergency, are
exempt from access restrictions.)
