Whenever one of the admins gets around to updating it. You can see how
old the current one is by doing:

wget -S http://tile.openstreetmap.org/shoreline_300.tar.bz2

and looking at the "Last-Modified:" header. Right now it says October 29th.

This subject comes up repeatedly. It really would be nice to get a
more frequent or at least more consistent update schedule...
