An unfortunate part of all this is that ' self-proclaimed vikings'
who declined the
are lumped in with people who simply changed their email address and
are unreachable and unresponsive.

I rather think the non-responders could have been a separate category, and
their data could have been kept.

The license bot damage will take decades to recover from.
