Agreed. Usually if there is existing data, it's data someone has manually
added and is often better than NHD. That's way a bulk import isn't
practical.
On the other hand, I believe NHD should not be imported into US "OSM Edit
> deserts". It's best to wait until there is a community who wants an NHD

Please help me understand what you mean by OSM Edit deserts. The areas I'm
looking at are mostly untouched except for the original TIGER and GNIS
imports. Are you suggesting not importing into those areas?
