According to <http://www.aaroads.com/forum/index.php?topic=6940.0>, some 
Oregon counties do signpost county routes. I recently traveled up I-5 
from California to Eugene and saw some of them from a distance along the 
way. But I have no idea whether they correspond to reference numbers or 
some other system. And for all I know they could've been posted by the 
local roadgeeks. ;-)

Is it possible that these route relations were converted from 
`name_1=County Route 123` tags in TIGER ways? TIGER data in Ohio is 
littered with such tags, and I've been converting them into relations in 
counties that are known to signpost county routes.
