Unfortunately, in my area (Burlington VT), it seems like the 2008-era high resolution images (zoom 20?) are no longer available, and only the 2010? era zoom 19 are there. On the Bing website I can still see the higher resolution images, but neither JOSM nor the Bing Imagery Analyzer is displaying them.
