they seem to give implicit permission to redistribute when
they advise you to get an original copy from them rather than
take a copy from someone else who may have modified it.
the download agreement is mostly a liability thing, e.g.
this is not official data blah blah blah.

i have filled in the gap in Orange County NY, which completes
the trail from the NJ border to the Taconic State Parkway, but
have not uploaded it yet; waiting to see if anyone here raises
objections first and what those might be.

i think we should, per OSM norms, include source information
in the changeset tags when we upload, and this should cover
any citation requirement.

the data appears pretty good, the segment in Orange County
NY that i just filled in meets up appropriately with previously
mapped sections (presumably the result of OSM hikers with
GPS units and where i looked at overlap, the variance was within
expected norms for a GPS unit under foliage cover. this is
decent data. the previously entered OSM data is also decent from
what i can see, and should be retained. the AT GIS data should
be treated as a gap filler and there is no reason to replace
prior data.
