If it helps, OSM-US hosts a tile proxy for the USGS-hosted NAIP imagery.

The best layer to use is probably the USGS Large Scale Imagery, which uses
NAIP at low resolutions and switches to the USGS High Resolution
Orthophotography at higher resolutions. The JOSM configuration for it is:
