Russ,

         I think you have come closest to a good 
general description of something with multiple 
uses. Yes, above all, U.S. national forests are protected.
         So, does that mean that tagging is 
boundary=protected_area and landuse=conservation, 
along with, of course, tagging of individual 
features/uses, such as campground, fishing, archaeological site, etc.?
