As I understand, Article 97 limits use of land and changes in its purpose
as part of environment protection laws.

Is it useful to record this kind of info in OSM? In my opinion no, as it will quickly get stale
and outdated.
I expect that this info is not verifiable by on the ground survey, will be easily damaged as
land use and land cover polygons are modified and OSM data will not be updated anyway.
I am asking as I encountered import that added this info years ago and I want to document
