I got some very useful feedback and I updated

"massgis:ARTICLE97=1 tag is considered as useful, while tag itself is unfortunate

massgis:ARTICLE97=0, massgis:ARTICLE97=9 are useful primarily as indicator of
poor quality of data concerning nature reserves."
