[Talk-us] Washington, DC parks - boundary=national_park or not?

There is some disagreement on this changeset about whether the urban parks
run by the National Park Service in DC qualify for boundary=national_park
or not.  Being discussed on Slack as well, but figured I should post here
as well.

This has been discussed before with consensus documented on this wiki page,
but it doesn't mention *all* the parks, just the most important ones.
