oh dear.

I would really not expect boundary=national_park to be used for urban park due to who
maintains it - but it is likely evidence of poorly selected tag name

I added note at wiki to make more clear that someone using this tag in their data processing
should not expect it to be used in a consistent way (in Europe it would be used for wild areas):
