[Talk-us] Adding university buses

I've added these (university-persons-affiliated-only bus routes) to the University of California Santa Cruz, a (beautiful) redwood-tree dense, suburban university campus that spans over 2000 acres (~800 hectares).  UCSC is also served by the local "public" bus network to get to the city and surrounding area.

We tag these with distinct network=* tags.  So, the campus bus routes are tagged network=UCSC and the "Metro" busses are tagged network=SCMTD (Santa Cruz Metropolitan Transit District).
