Basically I can't rely on highway=track in the US being in any way rideable. Much of that is an artefact of TIGER, either directly (from the original A51 class) or because highway=track is often used as a quick way of downgrading bad highway=residential (A41) roads.

I can't see that changing nationwide any time soon - there are so many unrideable tracks in, say, New Mexico that it would be the work of months to redo them all from aerials, let alone from survey. But if people were to consistently add surface and access tags to passable tracks, that would make a difference.
