[Talk-us] Motorway vs trunk classification for RI-4 and US-1 in Rhode Island

I'd agree with having US 1 be trunk through the RI 138 interchange. My rule
of thumb is that if there's a stretch of road that has an interchange
sandwiched between two at-grade intersections, then that whole road should
be tagged as trunk. Only if there's two or more consecutive interchanges
along a stretch of road should the road be tagged as motorway. This seems
to reflect standard tagging practice in the US.
