Yes it is a freeway until the first at grade intersection. This is just
common sense and matches how most freeway endings in the US (outside of
your home state of OK) are tagged.

NE2 has been banned from OSM for almost eight years now. Why do you keep
bringing him up and blaming him for things? Seems like you're just heading
a dead horse... Please cite a discussion where there is a consensus that
people besides you agree that this approach allegedly introduced by NE2 was
bad practice.
I've been on this talk-us mailing list for many years and this is the first
I've heard of the practice of ending a motorway at the first at-grade
intersection being a practice introduced by NE2. To me I thought it was
just common sense.
