The distinction of a motorway/freeway extending all the way to wherever it
has an intersection isn't just the practice of a particular former OSM
editor, it's... pretty much standard cartographic practice across all sorts
of maps from all over. I can pull up old maps by Hagstrom/Arrow/ADC, Rand
McNally, etc. and find copious examples of this. Indeed, Paul, I have never
seen anyone other than you argue that a freeway/motorway must end at an
interchange and cannot end at an intersection. So I have to agree with Evin
that ending at the first intersection is indeed standard practice, not just
on OSM but in general.
In this regard, I support RI 4 changing from motorway to trunk at Oak Hill
Road, and not before. But I would also leave US 1 through the interchange
with RI 138 as trunk to leave it consistent with what extends both ways
beyond that short segment. Not really a long enough section there to
qualify that as being a freeway.
Both of these are consistent with how I have seen other maps show these
particular roads.
