I think part of the problem, and it took me a while to realize it myself,
is that there's not a single unified "Forest Service" network, each
National Forest is its own network. And while most National Forests
largely subscribe to a unified numbering scheme, I'm aware of a few
(particularly in California like Angeles National Forest) that throws some
weird curveballs by throwing letters into the refs as well. That said,
looking up at
https://wiki.openstreetmap.org/wiki/United_States_roads_tagging#National_Forest_Road_System,
it seems this has largely been rectified at this point.
