I don't have an issues with large bboxes in this context.

At a certain point dividing up changesets is actually obscuring things
and making it harder to understand what is happening. I think we need a
middle point, and I believe that should be automated edits. 1 changeset
makes it easier to see, easier to discus, easier to validate and easier
to revert.
