[Talk-us] Name tag on unnamed, but numbered routes

We really should not just be discussing this on a list that is specific to
the US as this is a worldwide issue.  Most other countries have numbered
routes as well, and - unless there is a reason not to be - we should try to
be consistent.  I don't see a reason why the US should be different when it
comes to how numbered routes are tagged.  We should get input from the
worldwide OSM community.
