I, like SteveA, have come to view this persons edits with suspicion by
default. The majority of the changes made by this person in my area
have been fiddling with highway classifications. While I don't want to
dictate how someone should map, these changes are generally unhelpful
"low-hanging fruit" when there are so many other things that could be
done (landuse, TIGER cleanup, buildings...). Echoing others, the main
problem I've had is wholesale changes to road classifications without
any attempt to justify their changes, or participate in any discussion
with others about how we should classify highways. I've been on this
mailing list for years and have tried to be involved in these
discussions, and have encouraged Fluffy to do the same but I don't
think I've seen him communicate outside of the rare response to
changeset comment.

I don't think a wholesale revert is necessary given that it sounds
like from other users that some of Fluffy's changesets have been
legitimately useful. Changing road classifications tends to ruffle
feathers of local mappers so I think most of these less-helpful
changesets will be reverted naturally anyways (though it is certainly
frustrating to have to waste time cleaning this mess up). I certainly
would be in favor of a block until they agree to better changeset
comments and participation in discussions over road classifications if
that's what the majority of their edits are going to be.
