The upload of the address modifications (with at least a cursory glance at
everything that was uploaded) is now completed.  A total of about 130,000
buildings have at least one `addr:*` field modified to match the current
NYS GIS SAM rather than what the defective import process uploaded.

The final list of user names that were aliases for miluethi in conducting
the defective import was:

    AlexCleary    JoelManagua   Nia-gara     RI-Improve
    BrianDillman  JOetlikers    NYbuildings  RickMaldonado
    BobKelly      JoseDeSilva   Northfork    RobertReynolds
    JimTracy      miluethi      PeterKing

If additional aliases are identified, the bot could be restarted to inspect
additional users' changesets. Until and unless someone tells me otherwise,
I'm going to consider this project completed; it's at least 'stopped the
bleeding' in that it's set about 78,000 `addr:city` values to match the
postal city rather than the containing municipality, and corrected about
56,000 `addr:street` values from truncated values like 'Church' to the
desired values like 'West Church Street'.

I hope not to have to do an edit like this again in a hurry!
