There's been a shift towards documenting routes with relations that carto
and some other renderers have been slow to adopt, so for now, put it both
places but be aware we really shouldn't be having to do this weirdly
backwards tagging for the renderer for much longer.  Americana should fix
this and hopefully carto can incorporate those changes as well.
