Unlike in most states, West Virginia's county routes don't have anything 
to do with the counties, except that the route number's denominator 
resets at the county line. County names don't figure into the routes' 
shields at all. A fully qualified name would properly be "County Route 
51/21 [in Berkeley County]" rather than "Berkeley County Route 51/21". 
Even then, these route numbers are quite obscure compared to road names.

This puts West Virginia county routes in the same company as Missouri 
supplemental routes, or in a sense business loops and spurs of U.S. 
Routes, which can also numerically repeat on unrelated routes. A spatial 
query is sufficient to distinguish the routes that lie within one county 
from those that lie in neighboring counties. Even so, Clay left 
is_in:county tags intact, just in case any existing editor, data 
consumer, or query is unable to add a point-in-polygon test for 
performance reasons.
