I'm not in West Virginia, and so I remain neutral (didn't vote, don't vote now) on which of the three proposed schemes might make the most sense.  However, I do wish to publicly express my opinion that it is my view that is_in tagging is increasingly an anachronism, so I agree with Clay here that "I don't think (is_in tagging) is strictly necessary."
