[Talk-us] Feature Proposal - RFC - County, city and local highway networks in the United States

The county and local highway network proposal has had a small update:

* The situation on independent cities (not part of any county) has been
clarified.
* Examples of toll roads near Houston, Texas have been added to point out
another notable change to current tagging.
