[Talk-us] Feature Proposal - RFC - County, city and local highway networks in the United States

Hi all,

I am proposing a tagging scheme for route relations of highway networks
belonging to counties, cities and other small administrative divisions of
the United States.

Our country has hundreds of local highway networks with their own
wayfinding signage, and current tagging schemes are inconsistent as they
mostly sprung up state-by-state without much coordination. As software
support for network=* on route=road relations is in its infancy, we have an
opportunity to improve these *de facto* tagging schemes before they get
solidified. This proposal provides guidelines on how such routes should be
tagged, in order to facilitate easier documentation and software support.

States with a notable change in route relation tagging include Alabama,
Arizona, Florida, Illinois, Minnesota, New Mexico, New York, North Carolina
and Pennsylvania.
