[Talk-us] migrate surface=cement to surface=concrete on USA roads and paths

Mateusz and Kerry's S-i-L are of course technically correct.
This is one case where I'm willing to agree that US common usage is wrong
and the British-English-preferences of the wiki-gnomes aren't just picking
favorites but are actually correct.
I see Mateusz has already edited the Wiki to make this course of action
obviously correct.
I note there are some edge cases in the community discussion
<https://community.openstreetmap.org/t/mysterious-surface-cement/5158/17>
to be wary of,† a bot edit that isn't restricted to ways would be
potentially making some data wrong.
The current proposal for a bot edit in the wiki addresses only roads and
paths in USA, so seems to avoid the edge cases mentioned.
Having a bot periodically update new / reset cement makes this resilient, i
like it.
I see "concrete" as a choice for surface in JOSM. (Several in fact.) Is
there something we should do about that to make harder to choose?
†(e.g. Areas with surface=cement perhaps should go to map roulette to be
sorted into parking - fix - vs roofing - a skim coat of plain cement could
actually be correct and without field inspection, shouldn't ^fix^ it.)
