[Talk-us] migrate surface=cement to surface=concrete on USA roads and paths

Looks like a good change but I agree with Frederik, let's first see how
people are putting this in. Looks like there are no presets that mention
the word cement for surface. The only mention of the word cement in an ID
tagging preset is for plasterer craft type. Given that the edits you
mention use iD, I think this may just be a user not liking the value
"concrete" that was in there.
