[Talk-us] migrate surface=cement to surface=concrete on USA roads and paths

Using the KISS method, I have always associated cement with sidewalks and
paths while concrete is for roads and bridges. If my understanding is
correct, you cannot use concrete to make cement however, you need cement to
make concrete.
