Concrete is cement, sand, and gravel. Cement is the glue that holds concrete together. Sidewalks are concrete. Roads and bridges (and buildings) have some sort of rebar in the concrete but otherwise it is the same as a sidewalk or a swimming pool.

Using the KISS method, I have always associated cement with sidewalks and paths while concrete is for roads and bridges. If my understanding is correct, you cannot use concrete to make cement however, you need cement to make concrete.

The only mention of the word cement in an ID tagging preset is for plasterer craft type. Given that the edits you mention use iD, I think this may just be a user not liking the value "concrete" that was in there.
