It's hard to respond to an objection without a rationale.

Today, the New York place nodes are a mix - some reflect the legal
designation of City, Borough, Town, Village, Hamlet, and some have been
altered by mappers to conform with OSM practice.  Is that the way you want
to leave the situation?
