[Talk-us] Importing CobbLinc Public Transit Routes from Government Data

Transit route relations normally follow existing road and rail lines. As
such, it does not make sense to handle mapping them as an import. Dumping
the data in OSM would certainly result in it being quickly reverted. It
would be more useful to have something that can be used as an information
underlay layer in JOSM so that the routes could be mapped/checked.
