It looks like this discussion unfortunately got sidetracked on the issue 
of CDPs, which are only one kind of boundary that the Census Bureau 
tracks. But if you're looking for an authoritative, nationwide source 
for administrative boundaries to add to OSM, the Bureau also publishes 
shapefiles from the annual Boundary and Annexation Survey, which are 
intended for cartography rather than demography. [1]

The Bureau also publishes maps based on these shapefiles that can help 
you evaluate the data. [2] I've found these maps particularly useful for 
determining the relationships between administrative areas in states 
like Ohio that have relatively complex local government structures.

Like the TIGER place data, all this information is in the public domain. 
There's no problem with using it as a source for case-by-case boundary 
updates. However, if you plan to do anything systematic, you should 
document your efforts somewhere on the wiki and give local mappers a 
heads-up when you get to their area. This will give local mappers an 
opportunity to chime in about any improvements they've already made that 
you'd need to consider when updating the boundaries.
