That admin_level=5 boundary is New York City proper.  The NYC metro area is
a place much larger.

Suffice to say, if you're looking for a production-quality AI and natural
language integrated service that's competitive with commercial offerings,
Nominatim isn't what you're looking for, it never will be, and it's unfair
to compare it in that way. It's a good demonstrator of the power of OSM and
a useful tool to search the database, but not really much more than that. I
think of OSM as the foundation upon which amazing things are built, not a
production-quality set of tools in and of itself, and I don't think there's
anything wrong with that.
