Yes, and "NYC Metropolitan Area" is a vague concept. Different people
would draw the line differently. Is Poughkeepsie in or out? Newark?
Trenton? Philadelphia? Stamford, CT? I suspect city people draw it
tighter and people from upstate or further draw it bigger.
I'm not following the idea that nominatim should return something that
not only we don't have encoded, but that we can't reasonably encode.
