I also agree that the tagging standards does not make lots of sense
I would rather tag and use the speed limit as a guide.
In urban areas I would also consider the amount of traffic carried by the
specific road as a factor.
The suggestions made by Paul seems a lot more sensible than the current
standards and I would add my vote towards changing the tagging standards
