Its in the subversion tree. An SQL snippet to create the table and user
isn't. Nor is any HOWTO type stuff. I will do this tomorrow.

The idea is to splurt it at the openstreetmap server and edit it using
the applet. However the user accounts and versioning (a-la a wiki but
for spatial data) isn't done yet. But I have a fair clue how to do it
now, and am working on it.

As above, that bit isn't done yet.

Yep. Tomorrow I'll have some stuff up about how to do this, and also
have an automatic tarball up so you don't have to do a subversion
checkout.
