for me it's just the opposite
I don't want mapping companies use 'us' as unpaid field teams and
include OSM data in their proprietary maps.
I invest some of my free time and some private money (for petrol,
my car, disk space, literature etc) to get and process the data.
So I think it's just fair to expect people who make money of it
to also give back to the community.
Maybe we can add some printed/bitmap or similar clause to the
licence that permits the use for special cases.

just depends how we define derived works
I see a map as as set of layers
- if they add/modify 'our' layers they should be bound to a licence
that forces them to share their modifications
- if they create own layers, they are free to to use other licences
for these layers
